IRONTON, Ohio (WSAZ) — The Ironton Police Chief announced Thursday that Rich Fouts has resigned from the police department.
Chief James Carey says Fouts turned in his letter of resignation on Wednesday. The resignation takes effect on Friday.
The chief also announced that back on March 25, Fouts’ status with the department changed from administrative leave with pay, to without pay.
I still don’t understand why the cop hasn’t been arrested. Apparently the case goes before a Grand Jury later this year, but since the man he dragged died of asphyxiation and had a crushed chest, it cannot logically be argued that the cop shouldn’t have reasonably known he hit something or someone.
If you or I dragged a man under our car for over half a mile, no one would ever believe us if we said we didn’t know we had hit someone. Instead, we would have have arrested on the spot. I therefore can think of no reason why this cop has not yet been arrested, except that it’s just another case of cops protecting other cops.
I still don’t understand how he didn’t know he hit someone. Today backing out of a parking spot I backed over a speed. Immeditally I knew I had hit or driven over something. Of course I couldn’t see because it was on the parking lot. So if I could feel something as small as speed bump. He knew he hit someone.
